ALBANY—The Business Council's Board of Directors is pleased to welcome its newest member, Joseph F. Raccuia, president & CEO of Finch Paper LLC in Glens Falls. Raccuia was elected to the board of directors at its July 19 meeting at The Otesaga in Cooperstown.
“Joe is a decisive leader, widely recognized as visionary in his industry with excellent team building and communication skills,” said Kevin Burke, chairman, president and CEO of Consolidated Edison and chairman of the board of directors at The Business Council. “Joe combines a unique mix of entrepreneurial agility and global business experience. He will be a valued member of the board.”
Finch Paper is a 146-year-old, $300-million manufacturer of premium uncoated printing papers based in Glens Falls, with customers nationwide. Finch employs approximately 700 people, three-quarters of whom are hourly, unionized workers represented by a total of seven union locals, the United Steelworkers the largest among them. Finch Paper is one of the largest employers north of Albany, and a cornerstone of the Adirondack regional economy. Finch Paper has been a member of The Business Council since 1914, and Joe has led the company since 2009.

In addition to his work at Finch Paper, Raccuia has held leadership positions at SCA Tissue – North America, including president & CEO from 2002 to 2008 and chief operating officer from 2001 to 2002. SCA Tissue is a $1-billion manufacturer of 100 percent recycled napkin, towel and tissue products serving the foodservice, commercial, industrial and healthcare industries.
From 1998 to 2001, Raccuia was president & CEO of Encore Paper Company in South Glens Falls. He has also worked for Roth Rockland Paper, Wisconsin Tissue and Colgate-Palmolive.
Raccuia, a Brooklyn native, is a graduate of Wagner College. He serves on the Glens Falls Hospital Board of Governors and the board of trustees of the Hyde Collection Fine Arts Museum. Raccuia was recently appointed by Governor Andrew Cuomo to the Capital Region Economic Development Council.
