ALBANY, N.Y.—Catherine M. Tully, Esq. and Kevin Bronner have joined the staff of the Business Council Government Affairs department.
Catherine (“Cate”) Tully, manager of government affairs is responsible for advocacy on financial services, banking and insurance issues.
Kevin Bronner, director of policy and research, is responsible for providing support to Business Council advocacy efforts, specifically in the areas of taxation, economic development, technology and the New York State Budget.
Tully was senior counsel to the Dormitory Authority of the State of New York where she was involved in the financing and the administration of grant programs in the areas of higher education and economic development. Prior to that, she spent twenty years in several capacities in the NYS Assembly including Counsel to the Ways and Means Committee, Senior Associate Counsel and Home Rule Counsel to the Majority. She has extensive experience in budget negotiation and process. She also served as a legislative representative for the New York City Office of the Mayor where she lobbied in the areas of Judiciary, Codes, Banking, and Corporations.
For the past seven years she has served as a bar exam grader for the NYS Board of Law Examiners. She has also lectured on budget reform and the constitutional implications of the litigation between the legislative and executive branches of government for the Continuing Legal Education programs sponsored by Albany Law School, the NYS Bar Association and the Office of Attorney General.
Prior to joining the Business Council, Bronner worked for the New York State Senate Finance Committee where he helped develop and negotiate the state budget, specializing in general government/local government assistance, financial services, taxation and racing and gaming issues. Prior to that, Kevin worked as a consultant for the Empire Center for New York State Policy where he helped develop an advocacy budget blueprint to address the state’s structural budget deficit, and served as assistant to the commissioner at the New York State Department of Taxation and Finance and within its Office of Tax Policy Analysis.
Bronner holds a master’s degree in Public Administration from the Rockefeller College of Public Affairs & Policy at the University at Albany and a bachelor’s degree in political science from the University at Albany.
