The enactment of two consecutive budgets with no new taxes and limited spending, a property tax cap, pension reforms, important investments in job creation and critical infrastructure, and the use of regional economic councils, send a strong message to the state's business community and the rest of the nation that New York has turned the corner and moved in a direction that will lead to a better economy.”
