ALBANY— "The Business Council is disappointed with New York's poor rating in the Tax Foundation's newly released 2013 State Business Tax Index.

This report does not reflect the progress New York has made in its budget and tax policy over the past two years. The property tax cap adopted last year, and this year's pension reform, will produce benefits over time. However, this rating shows that we have significant work to do to reverse years of bad tax and spending decisions. While our corporate income tax is 'middle of the pack,' other taxes that impact business remain uncompetitive.

We look forward to working with Governor Cuomo and the state legislature in 2013 on tax and regulatory changes that help make the state's business climate more attractive to business of all sizes and sectors."

- Heather Briccetti, president and CEO of The Business Council of New York State
